Constitutionally, the GoU has an obligation to provide health services to its people and to promote proper nutrition and healthy lifestyles. Over the past 20 years, effort was on infrastructure and systems to handle basic health services (community to the NRH) , with little emphasis on tertiary specialized medical services. As a result, most Ugandans (with means or those supported by GoU) sought specialized medical care from outside the country for disease conditions such as open heart surgery, brain surgery, and kidney transplant among others.
H.E. the President has asked the Ministry to address the above situation by bringing such services in the country. MoH responded by creating both the Uganda Cancer Institute and Uganda Heart Institute to handle both heart and cancer cases in the country. These efforts needed to be galvanized by creating more diagnostic and treatment centers. The 2nd NHP identified the use of PPP’s
especially for construction and equipping specialized medical facilities.
In 2011, Government of Uganda invited M/S FINASI Srl, from italy (specialised in medical facilities planning and provision) and requested them to construct, equip and operate a world-class specialized hospital and an International Specialized Cancer Centre. (They have extensive Experience in Italy, Libya, Sudan and other countries) This project will complement the existing
initiative of improving specialized medical services in the country.
